Notice of Discipline Committee Decision Respecting Victor Lavigne

The Discipline Committee (“Committee”) of the Paramedic Association of New Brunswick by a decision dated May 15, 2019, found that the Members, Debbie Lavigne and Victor Lavigne, demonstrated a failure to meet minimum standards of knowledge, skill and practice required of a paramedic in relation to a call by failing to perform a proper assessment of the patient and failing to comply with the standards of documentation. The Committee found that the Members, during the same call, completed a minimal and incomplete assessment of the patient, failed to investigate the initial complaint of chest pain and back pain and failed to regularly assess vital signs. The Committee found that the Members’ communication with the patient and the Complainant fell below the standard expected of paramedics.

The Committee found that the Members’ conduct, acts and omissions constitute incompetenceconduct unbecoming a Member, conduct adversely affecting the standing and good name of the profession and the Members’ conduct did not meet the standards expected of a paramedic.

The Committee ordered that:

    1. the Members’ registrations and memberships are revoked;
    2. the Members are prohibited from practising paramedicine and from using any titles, words, figures or letters indicating they are or were paramedics;
    3. the Members pay costs in the amount of $7,500 each for a total of $15,000 to the Association;
    4. the Members shall not be eligible to apply for reinstatement of registration or membership with the Association for a minimum period of 3 years and unless and until they:
      1. submit proof of training and knowledge enabling them to practise safely as a paramedic;
      2. submit sufficient evidence that satisfies the Registrar that they have the knowledge, skills and practice abilities necessary to return to practice; and
      3. pay the costs ordered to the Association.
